Multiple popups are seen on tapping on page information info in voiceover mode.

Issue description

App Version: 57.0.2942.0 canary
iOS Version: 9.3.5, iOS 10
Device: iPad,iPhone

Precondition :
1-Enable voice over from device settings.
Device settings > General > Accessibility > Voiceover > ON

Steps to reproduce:
1. Launch Chrome. 
2. Go to any website say www.people.com
3. Tap on (i) in omnibox for 3 to 4 times.

Observed results:
Multiple page information are seen

Expected results:
Multiple pop ups should not be seen.
 
Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Dolphin/Safari/Firefox: NA
Bug reproducible on current stable build (App Version, iOS Version): Yes on M55.0.2883.79
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on  M56.0.2924.17

I think something like this

Verified on chrome canary version 58.0.3012.0 on iPad 4 with iOS 10.2.1 and iPhone 6 plus with iOS 10.3 following the steps mentioned in comment #0.  Voice over cursor moves to the Pop up menu on first tap on i or security icon.  Looks good.
