Currently, chrome://md-settings/managePasswords shows a long list of "Saved Passwords". A user with many saved passwords needs to scroll the whole page a lot to discover the other list, "Never Save".

Since version 55 (implemented during work on  bug 651049 ), the chrome://settings/passwords limit the size of the password lists, making them scrollable inside if needed, so that the user sees the whole passwords setting UI without scrolling the page.

This bug tracks bringing the MD settings on par with the old ones in this respect.
