No way to cancel offline page download if there are any other pages pending.

Issue description

Chrome Version: Canary 57.0.2942.0
OS: Android (Nexus 6P)

What steps will reproduce the problem?
(1) Open New Tab Page;
(2) Download multiple article suggestions using "Download link" from the context menu.
(3) If the first suggestion takes long time (usually CNN does this), quickly open notification bar. Otherwise repeat step (2).

What is the expected result?
Buttons cancel / pause on a notification which is currently being downloaded (i.e. blocking all others from being downloaded);

What happens instead?
Buttons cancel / pause on the first notification in the list (i.e. the one pending). Thus, in order to cancel the page you downloaded first, you must cancel all downloads above it.
Note that tapping on the currently downloading notification does nothing.

Can you please try to swipe down the notification entries which don't have the cancel/pause button? I think by default only the one on the top would show those buttons and I think it's an Android thing? If it still not showing those buttons please feel free to re-assign back to me.

Hi, I tried swiping down. 
It works. 

However, this is very non-intuitive.
Also I do not understand why tapping does not have the same effect.
Overall, feel free to close the bug.
