Regression:Permission bubble for location doesn't appear in permission.site

Chrome Version:56.0.2924.18 (Official Build)84691185ffd0ef69acbe7545df57d1e9c0aec5db-refs/branch-heads/2924@{#351}  32/64 Bit
OS: Windows(7,8,8.1,10),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
(1)Launch chrome and navigate to http://permission.site/
(2)Click on Location button and observe.

Actual:Permission bubble for location doesn't appear.

Expected: Permission bubble for location should be displayed.

This is a regression issue broken in 'M50' and below is the manual regression range:
Good Build: 50.0.2625.0
Bad Build:  50.0.2627.0

Still able to reproduce the issue on mac 10.12.2 chrome version 57.0.2956.0
