OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/importData page.
2. Press 'Tab' or 'Shift  + Tab' key from keyboard and observe the Favorites/Bookmarks checkbox.

On pressing 'Tab' or 'Shift  + Tab' key, Favorites/Bookmarks checkbox slightly gets flicker.
On pressing 'Tab' or 'Shift  + Tab' key, Favorites/Bookmarks checkbox should not flicker.

This is a non-regression issue, seen from M-56 (56.0.2921.0) series as this feature is newly introduced on chrome://md-settings page.

Note: To reproduce the issue, repeat the steps 2, 2-3 times and carefully observe the checkbox.
