Before we approve merge to M55, could you please confirm this change is well baked/verified in Canary/Dev and safe to merge to M55?

Adding "ReleaseBlock-Stable" label per internal mail thread so we can track this for next M55 release.

URGENT - PTAL ASAP.

This issue is marked as a stable release blocker for this week M55 Stable release cut, pls make sure to land the fix and get it merged to release branch ASAP.

Know that this issue shouldn't block the release?  Remove the ReleaseBlock-Stable label.

I've also ran all ProcessManagerBrowserTests and they pass.
