Are you able to provide a trace? (see https://www.chromium.org/developers/how-tos/submitting-a-performance-bug) I presume the trackpad works with other applications? And you have restarted the laptop? Have to tried running your test in incognito mode and disabling an extensions you have installed?

I am encountering issues with trackpad two finger scroll. When I switch to a different user on Windows 10 and come back to the original user, the existing chrome tabs stop responding to the two finger scroll. A mouse works just fine. If I open a new tab in the same chrome window, then the new tab works fine with two finger scrolls.
