Bookmark manager does not support Ctrl-Shift multi-select

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Sofari/537.36

Steps to reproduce the problem:
0. Open bookmark manager
1. Create at least five bookmarks (1, 2, 3, 4, 5, 6, 7)
2. Click 1 to select it
3. Hold Shift, click 3, release shift
4. Hold Control, click 5. Do not release Control
5. Holding Control, hold Shift, click 7. Release everything

What is the expected behavior?
1-3, 5-7 is selected.

What went wrong?
Only 5-7 is selected.

Did this work before? N/A 

Chrome version: 53.0.2785.116  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

Windows Explorer can do this.

Tested the issue on Latest Stable# 55.0.2883.75 on Windows and Linux and is able to reproducible.
This is a Non-Regression Issue seen from M32# 32.0.1700.107.
Changing the status to Untriaged so that the issue would get addressed.

Note: This issue is not seen on Mac OS X 10.11.6.
