M56 builders timing out during archive and upload artifacts stages

A number of builders have been timing out when archiving and uploading the build artifacts:

I've seen this same symptom on last night's canaries, too.

The logs say that there was a problem with a large number of
builders timing out trying to upload to googlestorage.  There's
no root cause yet; my best guess is that it was a temporary
problem that won't repeat (at least, not right away).  I've yet
to prove that.
