Quick user switcher has background user disabled, which is confusing |

Issue descriptionChrome Version : 56.0.2924.12 OS Version: 9000.15.0 What steps will reproduce the problem? 1. Multi-signin to two users 2. Bring up system menu from system tray 3. See that background user is greyed out, which gives the user the impression you can't click on it What is the expected result? The background user should not be greyed out, because "greyed out" in a menu implies that this menu item is not interactible. See screenshot. We should come up with a different affordance for showing which user is active, but still make it clear that either is clickable. Sebastien, do you have any thoughts on how we could make the secondary user seem more clickable? Perhaps using normal text but a faded avatar?

Let's switch it back to 100%. @tbuckley do we have a bug to make secondary user as intended in the spec, i.e in the multi user dropdown ?
