Chrome UI shows uncommon downloads warning, but no security issues are listed in Google Search Console

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.75 Safari/537.36 Steps to reproduce the problem: 1. Visit https://participate.soundingbox.com/?id=d65cb627-5174-43a8-b17c-0b0bf8e7860e&pn=OG&uid=TEST-123&o=true 2. Click Start the Survey 3. After choosing a download location, the download tab says the file is not commonly downloaded and could be dangerous What is the expected behavior? What went wrong? Google support site says to request a review in Search Console, but I can't do that because Search Console says there are no security issues detected with the site (https://support.google.com/webmasters/answer/3258249?hl=en&vid=0-256374210632-1480954560489). The download is signed by Digicert Extended Validation and it has been downloaded probably over 1000 times. It seems like bug that the Search Console lists no security issues, but users are seeing this warning showing in Chrome. Did this work before? Unable to reproduce the issue on Windows 7 and 10 with latest Chrome Stable i.e., 55.0.2883.75.

Unable to reproduce this issue on Windows-10 and Ubuntu 14.04 using chrome latest stable #55.0.2883.75. changesciencesanalytics@ Are you able to reproduce this issue on incognito mode as well? Could you please try creating a new profile under chrome://settings with no apps or extensions in your browser. Thanks!
