Scrollbar is still in hover still after capture, move and release |

Issue descriptionChrome Version: 54.0.2840.100 OS: Linux What steps will reproduce the problem? (1) Capture the scrollbar. (2) Move mouse off the scrollbar. (3) Release the scrollbar without moving. What is the expected result? The scrollbar goes back to the normal state. What happens instead? The scrollbar stays in hover state till the next mouse move/click.
