Issue descriptionChrome Version : 57.0.2942.0 (Official Build) 802e4b3e77d7201234c4d41f2378d376574fdd18-refs/heads/master@{#436203} 64 bit OS : Mac(10.11.6, 10.12.1, 10.12) What steps will reproduce the problem? 1. Launch chrome, navigate to https://www.google.co.in/, open devtools and navigate to ‘Security’ tab. 2. Click on ‘View certificate’ button (certificate overlay appears) and expand the ‘Details’ section. 3. Now scroll down the overlay completely and click on first URI link (file gets downloaded). 4. Click anywhere in certificate overlay and observe. (Please review an attached screen cast) Actual : Certificate overlay becomes unresponsive after clicking on URI link. Expected : Certificate overlay should not become unresponsive after clicking on URI link. This is a non-regression issue seen from ‘M-55’ build 55.0.2868.0. The ‘Certificate’ overlay was not proper in previous builds. Note : This is Mac specific issue and the same is not reproducible on Windows & Linux OS.

I think the overlay window is somehow being layered on top of the certificate panel? This probably isn't high priority to fix, but there are other use-cases that will get here. Note it's still possible to dismiss the certificate panel by closing the tab. E.g. I don't think it's necessary to click a link in the certificate panel, but just opening a link from another application (not Chrome) and having it open in a Chrome browser window that's currently showing a certificate panel can cause this behaviour.

Yep, so the overlay window is getting on top of the certificate panel somehow. This can be fixed with the patch here: https://codereview.chromium.org/2562653002/, but this messes with the Cocoa sheets and turns them into child windows, which (as discussed offline) is not a desired solution - sheets shouldn't be going underneath the window they're attached to in the first place. Another repro case is where two sheets with invisible overlay windows are opened at the same time, once the second sheet is opened, the first sheet's overlay goes on top of the first sheet and blocks mouse interaction with it. This also happens with the certificate selector as well, with the repro case in the description of this bug and the one just described (see https://bugs.chromium.org/p/chromium/issues/detail?id=653093#c29 for a go script to more easily show this dialog). Attached is a screen recording of the repro case reported in the description, with the overlay window in 0.5 opacity red. Deprioritising this bug since it's rare and can be recovered from (tab is still closable), as said in #c2.
