What steps will reproduce the problem?
(1)Recover build -> In OOBE screen Click on "Let's go" 
(2)Now select any network and try to scroll for scrollbar -> Observe Focus of selected Network is seen overlapped with scrollbar(Please refer Screenshot)

Expected: Focus of selected Network should not be overlapped with scrollbar
Actual: Instead Focus is seen overlapped with scrollbar

This is a Regression issue as same is working fine in 56.0.2924.12/9000.12.0 dev-Channel Candy

Note: Issue is not applicable to Linux and windows
