Issue descriptionChrome Version: 57.0.2940.0/9049.0.0 dev-channel Jerry,Samus and Peach-Pit OS: Chrome What steps will reproduce the problem? (1)Sign into User -> Now select ChromeVox(spoken feedback) option from 'Accessibility' at Uber Tray (2)Go to YouTube -> Select any video and play -> Now click on Seek slider(i.e. click at any point of time) and observe ChromeVox(spoken feedback) Expected: Distorted spoken feedback should not be observed Actual: Instead Distorted spoken feedback is observed. This is Regression Issue as same is working fine in 55.0.2883.76/8872.65.0 Beta-channel Daisy @dmazzoni: Please confirm the Issue Note : Issue is also seen in M-56 i.e. 56.0.2924.12/9000.12.0 dev-Channel Candy.

As i check on 58.0.3029.51 , 1.Enable cvox , play a youtube video and click on seek slider. The cvox doesnot speak anything. Is this the expected behavior here
