Mute key mutes, but doesn't unmute

Chrome OS Version: 55.0.2883.76

Steps To Reproduce:
(1) Play some music
(2) Press Mute  => sound is muted
(3) Press Mute 

Expected Result:

Sound is unmuted.

Actual Result:

Sound is not unmuted.


How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

Always.

What is the impact to the user, and is there a workaround? If so, what is
it?

Cannot easily unmute after muting.
Workaround is to use the volume keys.

Summary: Mute key mutes, but doesn't unmute (was: elm: Mute key mutes, but doesn't unmute)
Seems the same on samus 9032.0.0 (R57), so this must be Chrome OS behavior.
Also, when muted, volume down sets volume to minimum, which is also strange and unexpected.

This is how Chrome OS volume has worked since the beginning of time.

The goal is to always allow the user to press mute when he wants the system muted, there is no chance that pressing the mute button will cause noise to be made in your meeting.
