Kevin: support HW encode when size of plane is not multiples of 128

Issue description

Currently Kevin doesn't support when size of plane is not multiples of 128. E.g. 360x360. See https://chromium-review.googlesource.com/#/c/414850. We should support it. One option is to ask the client of VEA to allocate bigger buffer. https://codereview.chromium.org/2526143002. The other option is to move memcpy from the clients of VEA to V4L2VEA.

If we don't support this soon, we'll need to add workaround it in autotest because VEA unittest now tests 360x360.

We discussed and decided not to use https://chromium-review.googlesource.com/#/c/414850. We'll disable the test for Kevin. I'll file a bug.
