OS: Windows(7,10)

Steps:
1. Launch Chrome and navigate to  https://www.google.com/intl/en/drive/
2. Observe the scroll bar 

Actual: Scroll bar is not seen properly i.e black patch is seen instead of scroll bar

Expected: Scroll bar should be seen properly

This is a regression issue broken in M-57, will soon update the bisect info.

Good build : 57.0.2939.0
Bad build : 57.0.2940.0

Note:  
1. Issue is specific to Windows(7,10), resolution 1366 x 768 and not seen on Mac and Linux OS
2. Above issue is also seen on any drop-down of chrome://md-settings (Refer the screenshot)
