Reply not sent when "send message" box clicked.

Issue description

Chrome Version: 54.0.2840.100 (Official Build) (64-bit)

OS: Linux

What steps will reproduce the problem?
(1) In Codereview for one of my issue to go a message that I sent.
(In this case https://codereview.chromium.org/2533523002#msg32 )
(2) Click on "Reply".
(3) Write a response.
(4) Click on "Send message" in blue box.

What is the expected result?

The message will be sent. Reviewers and I will receive the message as an email. The message will appear when I look at the issue on codereview.

What happens instead?

Neither I nor other reviewers receive an email. The response does not appear in codereview. The response seems to have disappeared. (I tried
it twice.)

It's likely that App Engine's spam detector is kicking in. It doesn't give any error that would indicate as such, but this has happened before.

I'm assuming this doesn't happen with other changes?
I was able to reply to comments on the code and then send those by clicking on "Publish" at the top.

This was a problem with using "Send Message". I didn't try that more than twice.
