Is there anyway to revert back to 54? This issue is extremely annoying.

These are the steps i have performed

Can't advise on Windows 10, don't have it.

I have reproduced on numerous Windows 7 machines with multiple Chrome profiles as follows:

1.) Ensure chrome://settings/ is set to: On Startup - Continue where you left off
2.) Open a Chrome profile and open multiple windows
3.) Exit Chrome (Ctrl + Shift + Q)
4.) Open Chrome

Tested this scenario as steps mentioned in the comment #5
Observed that google profile image icon is not disappearing in the task-bar.

Could you please recheck the scenario with clean profile with no apps & extensions and let us know your observations

You still aren't testing the same scenario, do I have to be explicitly verbose or can you think like a human?

Try this:

1.)	Set a custom image for your Google profile: https://support.google.com/mail/answer/35529?co=GENIE.Platform%3DDesktop&hl=en or https://support.google.com/plus/answer/1355890?hl=en
2.)	Sign into Chrome on this account
3.)	Sign into Chrome on another account
4.)	Ensure chrome://settings/ is set to: On Startup - Continue where you left off
5.)	Open a Chrome profile and open multiple windows
6.)	Exit Chrome (Ctrl + Shift + Q)
7.)	Open Chrome

I’ve already tried with extensions off, clean profile (wiped folder in the OS), completely different computer, VM, etc. etc. etc. etc. At this point I’ll just bend over and accept my fate as a perpetual beta tester.
