textarea resizing blocks submit button but not text below

Issue description

Example URL:

Steps to reproduce the problem:
1. Open the page (requires login, but I will try to come up with some minimum repro. Happens on some non-mobile-optimized pages; not reproducible in Desktop Chrome's mobile views.)
2. Roll to the bottom of the page. 
3. Type something in.

What is the expected behavior?
The textarea should not cover the buttons either.

What went wrong?
The textarea expands, covering the buttons but not text below the textarea.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 54.0.2840.85  Channel: stable
OS Version: 6.0

If you could come up with it, I would love a minimum repro.
I don't quite think I can come up with a minimum repro now -- at least copying blocks of things into http://output.jsbin.com/codope until it breaks does not work. I am not too happy to save the page with assets and strip it down either for now, so here is a logged-in MHTML for that page which displays the broken behavior:

I cannot reproduce the issue with the jsbin (I have not tried the zip file),
so still it would be nice if you could work on minimum reproduction case.

As this could be a site-specific issue (e.g. somewhat strange CSS used there),
and the report lacks information about other browsers, you may first try
other browser to see if the problem happens on them, and if it does reproduce
too, it is very likely this is the site specific issue, not Chrome issue.
Hmm... That's what I meant by saying building bottom-up like in jsbin "doesn't work" for reproducing. I will try to generate a repro when I got time.

The page doesn't have a textarea for me.

#3.  It's difficult to open zipped MHTML file on Android. Can you provide a single HTML file?
