Refactor media permissions to use PermissionRequestManager

Currently when reuse PermissionRequestManager on Android, media and other permission types will show up in two separate infobars, this is because GroupedPermissionInfobar use the PermissionRequest and PermissionContext system. Migrate medias to be consistent with other permission types.
