Looks like the camera stream resolution sticks even if we assign a new stream to the video tag. As a workaround, we create a new video tag per resolution instead. This problem was introduced with my previous cleanup patch https://chromium-review.googlesource.com/c/411842/. Not entirely sure how that slipped in there. Either I didn't test enough, or the error didn't happen on my old test image (I recently refreshed the test image on my laptop). Either way, this behaviour could be a WebRTC bug.
