Chrome doesn't ask where to store while downloading even when tick in the setting

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.14 Safari/537.36 Steps to reproduce the problem: 1. Tick the "Ask everytime where to store while downloading" box 2. Go to any website 3. Download any file What is the expected behavior? Ask where to store while downloading What went wrong? Didn't ask where to store while downloading Did this work before? Tested the issue on win10 chrome version 56.0.2924.18 on trying to download files from www.thinkbroadband.com/download.html with the option "Ask where to save each file before downloading" checked in chrome://settings - Observed that the saveas dialog opened up asking where to store. Could you please upgrade to latest dev and see if issue still exists. If still exists please try with a new profile and update the thread. You can create a new profile from chrome://settings

Does this happen with all file types or just with a specific set of file types? If so, have you marked those file types as "open automatically" ?
