Hover won't work after entering Fullscreen mode

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.75 Safari/537.36 Steps to reproduce the problem: 1. Goto http://codepen.io/ntwcklng/pen/BQYqZN in non-fullscreen-mode 2. hover over the div - it should change color to green 3. enter fullscreen-mode and hover over the div again - nothing happens What is the expected behavior? What went wrong? After entering the fullscreen mode, hover actions (change the background color for example) won't work. Did this work before? N/A Does this work in other browsers? Yes Chrome version: 55.0.2883.75 Channel: stable OS Version: OS X 10.12.1 Flash Version: Shockwave Flash 23.0 r0

Unable to reproduce this issue on mac 10.12.1 with chrome beta version 530.2883.75 Observed that in full screen mode on hovering on the div it is changing the color. Please look into the attached screen-cast and let us know any steps i have missed while reproducing the scenario.

Ok, this is weird. At first i thought it was because of my external monitor. But i tested it with my 2015 MBP, and got the same problem. However, right after i inspect the element via dev-tools everything works just fine.

I can reproduce this as well. Assigning to lanwei@ who has been looking at hover logic recently. Any idea if this was working before? perhaps we should try to bisect this.
