Linux: Please support libinput true smooth/high-resolution scrolling

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.100 Safari/537.36

Steps to reproduce the problem:
1. Start a desktop environment which uses wayland + libinput
2. Browse to a long web page
3. Try to scroll using the touchpad

What is the expected behavior?
It should scroll 1 px at a time

What went wrong?
It scrolls 3 lines at a time

Did this work before? No 

Chrome version: 54.0.2840.100  Channel: stable
OS Version: Arch Linux
