I think I found the reason why you couldn't reproduce it, brajkumar: The bookmarking has to be done via drag-and-drop, not by clicking the star icon

Same problem here running version 64.0.3282.140 (64 bits) on Windows 10.0.16299.192. Problem occurs only in incognito mode if creating bookmark by using drag and drop. Favicon appears correctly if clicking the star in the address bar.

Checked the issue as per comment#13, where we used Drag and drop method from other browser. We are able to reproduce the issue on reported chrome version 55.0.2883.75 and on the latest canary 66.0.3374.0 using Windows 10, Ubuntu 14.04 and Mac 10.13.1. As the issue is seen from M60(60.0.3072.0) considering it as Non-Regression and marking it as Untriaged. Thanks!
