Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.98 Safari/537.36 Steps to reproduce the problem: 1. Install any app (for example the app that i'm working on https://chrome.google.com/webstore/detail/jfocolikmfgljlbblhgpkcjlpehnapkm) that provides an option page and has open_in_tab set to false (https://developer.chrome.com/extensions/optionsV2) 2. Go to chrome://extensions, click on the options link for that extension 3. An "inspect view options.html" is shown on the extensions page, but is not clickable because it is under the options overlay What is the expected behavior? The inspect options.html link should be reachable What went wrong? This feels like a UX bug, for options page that does not open in a new tab, it's annoying to reach the inspect link. You can do so by firing up the inspector and changing the z-index of the overlay, but there should be an better way. Did this work before? Unable to reproduce the issue in Mac 10.12.1, Win-10 and Ubuntu 14.04 by using chrome reported version #54.0.2840.98, latest stable #55.0.2883.75 and latest canary #57.0.2942.0. Steps followed to reproduce the issue are as follows: ----------- 1. Navigated to URL: https://chrome.google.com/webstore/detail/jfocolikmfgljlbblhgpkcjlpehnapkm and added "Quickview for youtube" extension to the chrome. 2. Opened chrome://extensions and clicked on the options link for that extension. 3. An "inspect view options.html" is shown on the extensions page. 4. On clicking the options link observed that inspect options.html link was reachable as expected. Attaching screen cast for reference ngzhian@ - Could you please check this issue on latest chrome stable #55.0.2883.75 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not. Sorry I missed 1 step, which is to turn on developer mode on the extensions page. I am referring to the "inspect views options.html" link that shows up on the chrome://extensions page right below the Quickview for YouTube row. Have attached a screencast. Note the last 3 seconds of the video, the "inspect views options.html" link is unclickable because it is below the overlay z-index.

UX problem in that model options panes can't easily be inspected from the provided link. :/

Able to reproduce this issue on Mac 10.12.2, Win-10 and Ubuntu 14.04 using chrome reported version #54.0.2840.98 and latest canary #57.0.2966.0. This is a non-regression issue as it is observed from M50 old builds. From M-45 old builds, upon enabling the developer mode and clicking on options, the "options.html" link is not seen. From M-40 old builds, upon enabling the developer mode and clicking on options, the "chrome-extension://jfocolikmfgljlbblhgpkcjlpehnapkm/options.html" link opened in a new tab. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!

Heh, fun. The extensions page is undergoing md-ification, which may or may not help with this. That said, it's always going to be kind of interesting because of embedding the options page in chrome://extensions inside a webview. Question: Can you just right-click on the webview (the embedded options page) and say "inspect"? I'd expect that to work.
