You can bookmark a new blank tab

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36

Steps to reproduce the problem:
1. Control T
2. Click on the star icon
3. A blank tab is bookmarked

What is the expected behavior?
There should be a pop up that you are trying to bookmark a blank page

What went wrong?
Design 

Did this work before? N/A 

Chrome version: 54.0.2840.99  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

That's it.

Tested this issue on Win-10 using chrome reported version #54.0.2840.99 and latest canary #57.0.2942.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Pressed control + T
2. Clicked on the star icon.
3. A blank tab was bookmarked.
4. Observed a pop up window with remove, edit and done button for bookmarking a new tab, which is the intended behavior of chrome.

shanichar@ - Could you please verify the screen cast and please let us know if any other feature is needed from your side.
This will help us in routing the issue to developers for further investigation.

Look, understand it from a user point of view. I bookmark something so that I can easily come back to a page without searching it. 

If I am clicking the star button for a blank page, I am making a mistake. The app should give me a feedback that I am making a mistake. This may be because I clicked on star icon by mistake or i do not understand what does the star icon stand for. 

This use case is not handled currently. You may believe that it's not needed, that's just fine.

Able to reproduce this issue on Win-10, Mac 10.12.2 and Ubuntu 14.04 using chrome reported version #54.0.2840.99 and latest canary #57.0.2963.0.

This is a non-regression issue as it is observed from M30 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
