Currently we are looking for both flake region and stable region to identify a lower_bound and an upper_bound before doing sequential search.

But when decide the lower bound, we don't actually need a stable region, but rather we can rerun the first stable build we found after a stable region for several times and return if we are sure it's really stable. This can further narrow down the range of builds we need to do sequential search on.
