Steps to reproduce the problem:
go to the codepen and click on the legend element. unless you click on the letters the triggered click is actually on the fieldset not the legend element

What is the expected behavior?
the entire area of the element should be clickable

What went wrong?
the clickable area is only on the content (text and before/after pseudo elements)
