Forms Break on Drupal 7 CMS Only on the New Chrome Version

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.59 Safari/537.36

Steps to reproduce the problem:
1. log on any drupal cms 
2. create a node
3. right rail all forms break

What is the expected behavior?
seems like legend tag is breaking right rail

What went wrong?
Forms are pushed far right when form is in a legend tag. All the other browsers work fine except chrome. Old chrome version worked fine.

Did this work before? Yes 54..

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
