What steps will reproduce the problem?
(1) I open the browser
(2) I try to put in a URL
(3) 

What is the expected result?

The page I open will and I will be able to interact with the page

What happens instead?

The page display will glitch in and out and white rectangles will cover the browser display or the loading wheel on the tab.
