Full screen restore on restart w/ multiple windows from the same session only full-screens one window.

Project Member Reported by d...@chromium.org, Dec 2 2016

Issue description

Chrome Version : 57.0.2939.0 (Official Build) canary (64-bit)
OS version : 10.12.1 (16B2555)

What steps will reproduce the problem?
(1) Open a new browser window.
(2) Full-screen the window.
(3) Use "Command+N" to open a second browser window. It should automatically full-screen in a new space.
(4) Restart Chrome via chrome://restart

What is the expected result?
The two browser windows will be restored, each in its own full-screen space.

What happens instead?
One window restores full-screen. The other is restored on a standard desktop in non-full-screen mode.

See attached screenshot.
