Ah, it looks like this can be accessed in the system tray, so this is blocked on  issue 637027  (making some settings available in the oobe/login screen), and we will need (and want) to include date/time settings there.

This issue has been Available for over a year. If it's no longer important or seems unlikely to be fixed, please consider closing it out. If it is important, please re-triage the issue.

This is still available, it would be nice to have, but it's not a commonly used dialog so is not urgent.
