Importing bookmarks ignores folders without name

Issue description

Chrome Version       : 54.0.2840.100 (Official Build) (64-bit)

What steps will reproduce the problem?
(1) Create bookmark folders with and without names containing bookmarks with and without title.
(2) Export using bookmarks manager
(3) Import the above exported bookmarks.

What is the expected result?
It should import all bookmarks and folders


What happens instead?
Imports only folders with name. Folders without name are present in the exported html but are ignored while import. Bookmarks without title gets imported correctly.

Attached are test bookmark file and screenshots. You can see that before export, I had Test as my first folder, nameless folder, Abc folder. The test folder has another nameless folder. All folders have bookmarks. Currently after importing, the Test folder appears outside the Imported folder and when chrome sees a nameless folder, it ignores the rest. So the folder Abc is not imported.

Unable to reproduce the issue on windows-7, Mac-10.11.6 and Linux Ubuntu-14.04 using chrome stable version 55.0.2883.75 and latest canary 57.0.2942.0 with the below steps
1.opened Chrome
2.Opened Bookmark manager and created bookmark folders as Test, nameless and Abc .
3.Create a nameless folder under Test folder and all folders had bookmarks.
4.Exported bookmarks using bookmarkmanager.
5.Imported the above exported bookmarks.
Observed all bookmarks and folders are imported.  
Could you please try in a clean profile without any apps/Extensions and please let us know your observations
if the issue still persists.

I tried it again, it is not working. 

1. After exporting the bookmarks, delete all the existing bookmarks.
2. Then import the bookmarks. 

Tested in a using a newly created Chrome profile. No extension are present.

Unable to reproduce the issue on windows-7, Mac-10.12.2 and Linux Ubuntu 14.04 using chrome stable version 55.0.2883.87 and latest canary 57.0.2963.0 with the steps mentioned in comment#0.

Reporter@ could you please upgrade the chrome to latest version and let us know your observations if the issue still persists.
