Wrong kerning for text in scaled SVG image with large viewBox (when in an <img> context)

Steps to reproduce the problem:
1. Open the attached reduced test case
2. Notice kerning is wrong

What is the expected behavior?

What went wrong?
Kerning is wrong and causes characters to either be too much spaced out or too much close to each others in Linux, and overlapping with some fonts on Windows.

As can be seen on screenshots, this bug can also be reproduced in a similar way on Windows.

Possibly the video at https://crbug.com/753521#c6 might also show the issue.
