Issue descriptionChrome Version: 57.0.2939.0 (Official Build)27ea3ce48ed67b758957d09c822af573796049c3-refs/heads/master@{#435817} 32/64-bit. OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1) URL: https://www.google.com/intl/en/chrome/browser/welcome.html What steps will reproduce the problem? 1. Launch chrome and go to above URL. 2. Click on lock icon in omnibox to open site information bubble. 3. Now, right click on 'Learn more' link and observe. Nothing happens after right click on 'Learn more' link. Context menu of link should get opened after right click on 'Learn more' link. This is a regression issue, broken in M-57 series, below is manual regression range. Good build: 57.0.2936.0 Bad build: 57.0.2937.0 Kindly review the attached screen-cast for reference.

Is it expected that native UI links should have a context menu? The links in that bubble never had a context menu (at least on Mac, which is one of the reported OSes), so it's not really a regression. estade@, do you know the eventual intended behaviour of right-clicking on native UI links?
