Regression: 'Details' link is not showing on view site information bubble.

Chrome Version: 57.0.2939.0 (Official Build)27ea3ce48ed67b758957d09c822af573796049c3-refs/heads/master@{#435817} 32/64-bit.
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome and go to above URL.
2. Click on lock icon in omnibox to open site information bubble and observe.

Unnecessary 'Learn more' link is showing on info bubble.
Instead of 'Learn more', 'Details' link should display on info bubble.

This is a regression issue, broken in M-57 series, below is manual regression range.

Good build: 57.0.2936.0
Bad build: 57.0.2937.0

Using the per-revision bisect providing the bisect results,
Good build: 57.0.2936.0 (Revision :434845)
Bad build: 57.0.2937.0 (Revision : 435110)
You are probably looking for a change made after 435082 (known good), but no later than 435083 (first known bad).

CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.

This is an intentional change, unless there is a reason it is "unnecessary" that I'm not aware of.

See  Issue 646465  and  Issue 663971 .
