Regression: Unnecessary Scrollbar is seen under 'On startup' when page is Zoomed to 125 %

Chrome Version: 56.0.2924.14
OS: Ubuntu 14.04,Windows,Chrome OS

Pre-condition: Open 6 tabs(Ex:Apps, New Tab, Gmail etc)

What steps will reproduce the problem?
(1)Launch Chrome -> Go to chrome://md-settings page
(2)Change the page zoom level to 125%  using Ctrl ++ -> Now Select 'Open a specific page or set of pages' option under 'On startup' and observe Unnecessary scrollbar (Please refer Video)

Expected: Unnecessary Scrollbar should not be seen when page is Zoomed to 125% for 6 pages
Actual: Instead Unnecessary scrollbar is seen

Note : Issue is seen for 150 %,175 % Zoom level

This is Regression Issue broken in M-55

Tested this issue on Mac OS 10.12 using chrome latest Dev M56-56.0.2924.14 by following steps mentioned in the original comment. Observed extra scroll bar after zooming the page.
