Can't delete item from Downloads history

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36

Steps to reproduce the problem:
1. open chrome://downloads/
2. remove any item from downloads history (click on X)
3. restart browser
4. open again chrome://downloads/

What is the expected behavior?
item is removed permanently

What went wrong?
item is still there

Does this work in other browsers? Yes

Chrome version: 54.0.2840.99  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

additionally
chrome.downloads.onErased.addListener
doesn't fire when removing item from downloads page

Can reproduce on 55.0.2883.28 beta (64-bit, Linux).

Unable to reproduce the issue on windows-7, Windows-10, Mac-10.11.6 and linux Ubuntu 14.04 with using chrome stable version 55.0.2883.75 ,latest canary 57.0.2939.0 and reported version 54.0.2840.99 with the steps mentioned above.

Please find the attached screen-cast and could you please let us know if anything missed here to reproduce the issue.

I also can't reproduce it anymore

I apologize, but before the weekend this was 100% reproducible on my side
Yesterday I reinstalled my Windows.
I'm working on extension with downloads management feature and I was heavily testing it, constantly creating, pausing, canceling, removing.... download items.
Maybe something got corrupted in that process
(or I'm imagining things)

Since this is obviously "WontFix", I opened another bug report about second issue (they were kinda similar). It has sample extension and video how to reproduce it:

...I hope I'm not imagining that too :)
