DOM randomly flickers while scrolling / loading(sometimes)

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.100 Safari/537.36

Steps to reproduce the problem:
It happens about 70% of the time, since last two months. 
On my system, it happens whenever I load any page, and scrolling causes flickering of lines (horizontally).

What is the expected behavior?
The flickering should stop.

What went wrong?
Don't know. Perhaps the rendering engine. 

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 54.0.2840.100  Channel: stable
OS Version: Ubuntu 16.04
Flash Version: Shockwave Flash 23.0 r0

Don't know much about it. See the first few lines of the image attached. This happens usually on my computer. Haven't found this on any other system. I have tried reducing the system load, closing other apps, disabling hardware acceleration, but that didn't help.

That looks freaky! Here's the cropped, zoomed-in pic. Would you be able to record a screencast showing how/when it happens? I am not sure what part of our engine could be responsible for this otherwise.
