Regression : 'Change' Tool tip is seen missing for Profile Icon under 'People' in chrome://md-settings

Chrome Version: 56.0.2924.12/9000.12.0 dev-channel Candy,Cyan,Daisy and Quawks
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Go to chrome://md-settings  
(2) Now under 'People' hover mouse pointer on Profile Icon and observe for Tool-tip
(Please refer Screenshot)

Expected: 'Change..'  Tool tip should be seen on hovering mouse pointer on Profile Icon
Actual: Instead Tool tip is seen Missing

This is Regression Issue as same is working fine in chrome://settings page i.e. Tool tip is seen

Clicking anywhere on that row opens the 'Change picture' subpage. I don't think that a tooltip is needed in the new UI. -> bettes@ to confirm or close WontFix. Assign to tommycli@ if we want a tooltip.
