The on-screen keyboard moves to another display after switching to another IME.

Issue description

What steps will reproduce the problem?
(1) Show the on-screen keyboard on non-touchable display by the keyboard icon on the menu tray.
(2) Switch to another IME.

What is the expected result?
The on-screen keyboard remains on the same display.

What happens instead?
The on-screen keyboard moves to touchable display.

Do not move the on-screen keyboard to another display after loading an IME.

BUG= 670617 
TEST=Show the on-screen keyboard on non-touchable display and
     switch to another IME; then check that the on-screen keyboard
     remains on the same display.
