[Downloads] Unable to delete downloaded link when link is downloaded in one tab while 'Downloads' is open in other tab

Issue descriptionApplication Version: Chrome 57.0.2939.0 Android Build Number: 7.0/NRD91N Device: Nexus 9 Steps to reproduce: 1. Launch Chrome. 2. Go to any site or google search anything(ex.hi). 3. Open NTP> Go to 'Downloads' from chrome menu. 4. Go back to first tab> Long tap on any link> Tap on 'Download link'. 5. Go to previously opened Downloads tab> Long tap on downloaded link> Tap on delete> Observe. Note: To reproduce this issue on Android N devices in multi-window mode, Open 'Downloads' in second window in step 3. Observed behavior: Unable to delete downloaded link when link is downloaded in one tab while 'Downloads' is open in other tab. Expected behavior: User should able to delete downloaded link. Frequency: <5/5> Additional comments: 1.This issue is present from M-57.0.2925.0 build. 2. This issue is not present on latest M-56.0.2924.13 build. 3.This issue is reproducible on Tablets & Android N devices i.e. Google Pixel (7.1/NDE63V),Nexus 9(7.0/NRD91N),Nexus 7(6.0.1/MOB30J),Google Pixel XL (7.1/NDE63H), LG Nexus 5X (7.0/NRD90R).

I've found a similar, probably related bug on trunk. I'll keep this one open for that: Steps to repro: 0) Log onto the gin-2g network for terrible wifi 1) Go to https://idav.ucdavis.edu/~dfalcant/research/hashing.php 2) Long press one of the two side-by-side images at the bottom of the page 3) Download link 4) Quickly open Download Home from the menu. You should see the file appear and start downloading 5) Wait for the download to complete 6) Try to delete the file
