Regression: Unnecessary text continuation is seen for 'No network throttling' text on device toolbar.

Issue description

Chrome Version: 57.0.2938.0 Revision 3495268d34006ced6ab8d55d3d55edd0f3469613-refs/heads/master@{#435514}
OS: Windows (7,8,10),Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window on NTP
(2) Click on Toggle device mode icon, then click on More options from device toolbar.
(3) Select Add network throttling option and observe text on toolbar.

Actual: Unnecessary text continuation is seen for 'No network throttling' text.

Expected: 'No network throttling' text should seen properly without continuation.

This is a regression issue, broken in 'M-57', will soon update the other info:

Good Build:57.0.2937.0
Bad Build: 57.0.2938.0

Note: Issue is not seen on Mac OS.

Using the per-revision bisect providing the bisect results,
Good build: 57.0.2937.0 (Revision: 435110).
Bad build: 57.0.2938.0 (Revision: 435514).

You are probably looking for a change made after 435401 (known good), but no later than 435402 (first known bad).

Tested the issue on Windows 10, ubuntu 14.04 using Latest Chrome Canary M57 #57.0.2980.0 and the issue is not reproducible.

Attached screenshot for reference.

Marking this as Won't Fix , as this issue is no more reproduced on latest canary, please feel free to re-open the issue if the issue is again observed.
