Videos do not play, show still frame

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.98 Safari/537.36

Steps to reproduce the problem:
I'm not sure what steps lead to the issue, but I have attached screenshots of the video that doesn't play and additional debugging information. 

What is the expected behavior?
Videos should play.

What went wrong?
Video doesn't play even when the video node is in playing state.

Two of the screenshots show debugging information of a Facebook video being stuck. One shows various playback related states of thev the video node and the other the media-internals information. I've also attached a screen recording of the Facebook video overlayed with additional debugging information. As can be seen the playhead of the video does not progress and the frame is still.

The problem is not specific to Facebook either, as can be seen on the screenshot of a YouTube video also attached. The video didn't play and was stuck.

To be clear, no videos that I've tried are playing for me currently.

I assume restarting the browser will fix the problem.

Unable to reproduce the issue in Mac 10.12.1 using chrome reported version #54.0.2840.98 and latest canary #57.0.2942.0.

Steps followed to reproduce the issue are as follows:
-----------
1. Opened chrome browser.
2. Played 3 video sites i.e youtube, vimeo and dailymotion.
3. Observed that all the 3 sites played without any issues.

Attaching screen cast for reference.

bryanshen005@ - Could you please check this issue on latest canary #57.0.2942.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
