Window bounds set incorrectly when dragging window back and forth between monitors with different scale factors

Issue description

Chrome Version       : 56.0.2924.3
OS Version: 10.0

As (sort of) demonstrated over hangouts today:

* Have two physical monitors.  Use Win 10 to scale the left one to 200%.
* Have a Chrome window on the left monitor.  Grab it and wiggle it back and forth across the divider line such that it repeatedly changes scale.
* Observe window becoming much wider.

This doesn't always repro, and it's not clear why not.  The content of the window doesn't seem to matter.  Perhaps timing is a factor?
 
Possibly related: after having scaled that left monitor up and down repeatedly, a bunch of the windows that had been sitting untouched on that monitor were much wider.
