GestureConfigurationAndroid should be updated with DIP scale chahe

GestureConfiguratorAndroid() uses ViewConfiguration singleton to set some
of its internal values.

The ViewConfiguration already listens to the configuration changes (although for the application context only), but GestureConfiguraton is also a singleton and its values should be updated upon configuration change s as well.

Moreover, is seems like information in GestureConfigurator is copied to other places in the form of GestureProvider::Config

Either the places that these GestureProvider::Config are stored need to be updated as well, or GestureProvider::Config objects need to be eliminated.
