Unable to update existing chrome extension

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.98 Safari/537.36

Steps to reproduce the problem:
1. Go to the link above
2. Click on "Upload Updated Package" button
3. Attempt to upload new package

What is the expected behavior?
Extension should get updated

What went wrong?
Getting non-useful "Server Rejected" Failure. Here's the JSON response from the /upload endpoint:

Unable to reproduce the issue in Mac OS sierra 10.12.1, Win-10 and Ubuntu 14.04 by using chrome reported version #54.0.2840.98 and latest canary #57.0.2939.0.

Steps followed to reproduce the issue are as follows:

1. Navigated to the link: https://chrome.google.com/webstore/developer/edit/gidkfbjgkmhmfdbnpbhcpoamahikbnje
2. Clicked on add new item and uploaded a zipped extension file.
2. Clicked on "Upload Updated Package" button.
3. Observed that extension got updated as expected.

Reporter@ - Could you please check this issue on latest canary #57.0.2939.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Baggins is disabled and this should work properly again.
